A 15-page typescript narrative entitled "Who Sank the Lusitania?" contending that the United States, Great Britain, and Germany were all responsible for the tragedy. Malone, former Assistant Secretary of State and Collector of the Port of New York, was aboard the ship prior to sailing to search for contraband cargo in violation of U.S. neutrality. The narrative discusses Woodrow Wilson and other political figures involved in events surrounding the incident.

The Lusitania was a British ocean liner that was sunk on May 7, 1915 by a German U-boat off the southern coast of Ireland; 1,198 passengers and crew died. The Cunard Line launched Lusitania in 1906. When RMS Lusitania left New York for Britain on May 1, 1915, German submarine warfare was intensifying in the Atlantic.
